Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the current period. By day, political struggles are fought: hopeful statements are released from various governments. Considerable effort is allocated on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity provided through current data. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every firing shakes the surroundings, causing tremors. The brief panic quickly becomes sober acceptance: possibly the incoming missile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Not long after, a automatic firearm opened up on a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv faced the early updates: multiple fatalities, damage and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The 28-point plan from American leadership sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, persist.
Political Considerations
It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington operates on a premise understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unfeasible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does minimal to discourage Russia, through diplomacy or military means, from assuming that the status quo will not shift further in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but preventing a complete military breakdown until circumstances change in its benefit.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their priority does not switch to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
